It is present day (2008) over 150 years since the events depicted in Stephen Sondheim’s musical. Sweeney Todd is assumed to be either a fictitious character, or a legendary figure lost in antiquity.

London’s Public Health Inspectors are alerted to a particularly virulent case of food poisoning. They trace the problem to a fashionable restaurant in Fleet Street, TT Voles. The laboratory report contains the unthinkable and shocking conclusion that meat served in the apparently respectable restaurant is of human origin.

Meanwhile, also  in Fleet Street, a series of unsolved murders have been taking place. Three unidentified bodies have been found in the vicinity of St Dunstan’s Church with their throats cut. The murders appear to be motiveless, the only thing linking them is that they have each recently been to "ST's", a local barber’s shop. The police are baffled by the cases. Then, a psychic they sometimes consult to help solve murder cases receives a message from one of the victims. The victim identifies himself as Donald Turpin, whose ancestor was Judge Turpin. The psychic is stunned when Donald claims that a descendant of Sweeney Todd has vowed to continue his great-great grandfather’s campaign of revenge against humanity....
